The FY2010 Energy Efficient Building Systems Regional Innovation Cluster Initiative aims to foster the development of a new Energy Regional Innovation Cluster (E RIC). This initiative focuses on several key goals, including advancing sustainable energy-efficient building systems, reducing the U.S. carbon footprint, creating and retaining quality jobs, addressing workforce skill gaps, and boosting regional economic growth.

At the heart of the E RIC is the Department of Energy's Energy Efficient Building Systems Design Hub, which will research and develop high-efficiency building technologies and practices. The Hub will collaborate with a consortium of universities, industries, national laboratories, and local governments, as well as business incubators, to create a network that supports economic development and the initiative's objectives.

Consortia are invited to submit unified proposals that include four distinct funding applications from various government agencies (DOE, EDA, NIST, and SBA), all tied together by a collaborative approach. Only one proposal will be funded per consortium, with significant discretionary grant funding available, including up to $22 million in the first year from the DOE and additional amounts for subsequent years.

Other funding opportunities include support from the EDA for economic development, NIST for manufacturing services, and SBA for small business development. Additional support will come from other federal agencies like the Department of Labor, Education, and National Science Foundation to create partnerships that enhance workforce training and educational programs aligned with the E RIC's goals.
