Applicants must adhere to the eligibility and funding requirements of the Second Chance Act (see pages 5 6) and any additional requirements that appropriations measures may establish. Under the Second Chance Act, 42 U.S.C. 3797w(l), applicants that have received a prior Second Chance Act award must submit information that demonstrates that (1) they have adopted a juvenile reentry plan that reflects input from nonprofit organizations where relevant input is available and appropriate to this application (2) the reentry plan includes performance measures to assess their progress toward a 10 percent reduction in the rate of recidivism over a 2 year period (3) they will coordinate with the Department of Justice, nonprofit organizations, and other experts regarding the selection and implementation of the required performance measures and (4) they have made adequate progress, as determined by the Department of Justice, toward reducing recidivism by 10 percent. OJJDP welcomes joint applications from two or more eligible applicants however, one applicant must be clearly indicated as the primary applicant (for correspondence, award, and management purposes) and the others indicated as coapplicants.
